The hierarchy of how rates get applied to time entries (from highest to lowest in the hierarchy):
Service Item Rate > Team Member Rate > Project Rate
For example, if the project has a billing rate of $50, but the team member has a rate of 100 dollars, it will apply a $100 rate to the time entry.
If any items have a rate of $0, it will skip to the next rate. For example, If the project has a billing rate of $50, and the team member or service item has a rate of $0 it will apply a $50 rate to the time entry.
